The five-stage process includes:
- Needs Assessment
- RFP Management
- Negotiation

DBS understands the importance of health insurance benefits to both the employer and its employees. Through the five-stage process, DBS ensures each client attains a plan that meets the specific needs. Each of the five steps are outlined below:
Needs Assessment
In this step of the process, DBS meets with the client to interview and learn of the client’s specific needs and goals. The account coordinator assigned to the client gathers a complete package of census, medical questionnaires, and plan designs. This information, along with information gathered through meetings between DBS and the client is used to create a request for proposal (RFP) for health insurance quotes.
RFP Management
Upon completion of the Needs Assessment, DBS will write an RFP and manage the process of attaining quotes from a variety of carriers. The steps for RFP management include:
- Write RFP
- Submit RFP to multiple vendors (carriers)
- Follow-up with vendors to answer questions and provide further details as necessary
- Obtain quotes from vendors
- Produce comparisons for client
- Present quotes and suggestions to client
Negotiation
DBS negotiates with carriers on its clients’ behalf to establish comprehensive coverage at competitive rates. DBS leverages its expertise, relationships, and partnership with Warner Pacific to attain competitive options for its clients.
Enrollment
Each client enrollment requires a great deal of coordination and expertise to ensure accuracy and completeness. The detailed steps involved in completing a successful enrollment include:
- Complete master application
- Schedule enrollment meeting
- Arrange carrier(s) to attend all meetings
- Provide carrier(s) with presentation structure
- Conduct enrollment meeting
- Collect and review enrollment materials
- Audit materials to ensure all employees are included
Operations
DBS closely manages ongoing client and carrier relations in the operations stage to ensure each client’s health insurance is optimized. While issues do arise with all plans, DBS works hard to minimize the impact of these issues on its clients. DBS assists clients with the following tasks throughout the operations stage:
- Submit enrollment materials to clients (open enrollment and new employees)
- Verify that all employees receive ID cards
- Verify that client’s invoice is correct
- Claims resolution assistance
- Employee education
